2. Is it available to everyone?
No. In order to qualify, you must satisfy a means test. Your disposable income must be less than €18,000 per annum and your disposable capital (other than your home) less than €320,000. In addition to satisfying the means test, a merits test is applied also to each individual application for legal aid.
